John A. Logan, a general in the Union Army and Commander-in-Chief of the Grand Army of the Republic, a fraternal organization\u00a0of Civil War veterans,\u00a0issued <a href=\"https:\/\/www.cem.va.gov\/history\/memdayorder.asp\" target=\"_blank\" rel=\"noopener noreferrer\">General Orders No. 11<\/a>.\u00a0Logan designated that the graves of those who died fighting to defend their country be decorated on May 30, 1868. Almost 100 years to the day later, President Lyndon B. Johnson signed into law, <a href=\"https:\/\/www.archives.gov\/files\/publications\/prologue\/2004\/winter\/images\/uniform-monday-holiday-law.jpg\" target=\"_blank\" rel=\"noopener noreferrer\">Public Law 90-363<\/a>, the Uniform Holiday Bill, establishing the official observance of Memorial Day as the last Monday in May.<\/p>\n<p><a href=\"https:\/\/sites.nd.edu\/rbsc\/files\/2017\/05\/BOO_000584017-40_41.jpg\" target=\"_blank\" rel=\"noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-2055 size-large\" src=\"https:\/\/sites.nd.edu\/rbsc\/files\/2017\/05\/BOO_000584017-40_41-1024x768.jpg\" alt=\"\" width=\"660\" height=\"495\" srcset=\"https:\/\/sites.nd.edu\/rbsc\/files\/2017\/05\/BOO_000584017-40_41-1024x768.jpg 1024w, https:\/\/sites.nd.edu\/rbsc\/files\/2017\/05\/BOO_000584017-40_41-300x225.jpg 300w, https:\/\/sites.nd.edu\/rbsc\/files\/2017\/05\/BOO_000584017-40_41-768x576.jpg 768w\" sizes=\"auto, (max-width: 660px) 100vw, 660px\" \/><\/a><\/p>\n<p>Joyce Kilmer (1886-1918), an American journalist and poet from New Brunswick, New Jersey, served in the 69th Infantry Regiment of the New York Army National Guard during the First World War. He fell victim to a sniper&#8217;s bullet during the Second Battle of the Marne on July 30, 1918.\u00a0His\u00a0poem, &#8220;Memorial Day,&#8221; appeared in his\u00a0second volume of poetry, <a href=\"http:\/\/onesearch.library.nd.edu\/NDU:nd_campus:hathi_pubMIU01-000632042\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Trees and Other Poems<\/em>,\u00a0published in 1914 by George H.
