I am a faculty member in the Department of Political Science at the University of Notre Dame, where I hold the William M. Scholl Endowed Chair in International Affairs.
My primary fields of research and teaching are in comparative politics, international relations, and political history. I also have a life-long fascination with political philosophy. My specific research projects have included the study of world communism, German politics, far-right politics and the crisis of democracy, the mission of the Catholic university, and internet surveillance. For sixteen years, between 2002 and 2018, I was Director of the Nanovic Institute for European Studies, an interdisciplinary institute dedicated to the study of contemporary Europe, in the broadest sense of the term. I am also a fellow of the Helen Kellogg Institute for International Studies, the Joan B. Kroc Institute for International Peace Studies, and the Liu Institute for Asia and Asian Studies. All of these institutes are affiliates of Notre Dame’s Keough School of Global Affairs. Since first joining Notre Dame’s faculty in 1992, I have had the privilege to be directly involved in the activities of many of the university’s diverse units, from the Center for Social Concerns to our law school’s Center for Civil and Human Rights and the Department of Athletics.
